There are 2 ways I'd approach this: either a smoke sim, or a particle sim with images of smoke as the particles, or spheres with the volumetric shader as particles. If the plane is going to move, a smoke sim might be the best choice, but if it's going to be a still image, mesh to volume would probably work just fine.
