IIRC the only grand soul you can trap early in the game is the Uderfrykte matron so you have to convert the empty ones into black soul gems and trap people if you want filled gems. Fortunately, enemies are weak enough before filled Grands show up in loot that you can make effective weapons with Greater soul gems.

Secondly you can just drink blood to get back to 25%, so people speak to you and you don't get sun damage and lastly like other people have said there are some laying around and for sale at the mage guilds. For more information check out the uesp.net. r/oblivion.
